Population Totals

Is there a known starting population value for regions? For example, all regions starting out with 10000 people divided among the various cities, towns and villages? Do some regions start out with a higher population total than others? Do all regions have roughly the same number of towns and villages?

Yes, regions have population disparity that is consistent from game to game.

The rule of thumb is 7 towns and 8 villages per region but that is randomized within certain limits.

The ratios are constant but the max pop for a given region vary per game. Right?

All PC values vary, with a few regional modifiers. The counts of towns and villages in any region also varies, so there aren't really any constant ratios or maxes for any of the PC values, including census.
