When a Consul relocates to a pop center owned by another kingdom is there a chance the other kingdom is notified of the move. The AN Consul is unique in being able to move but they are not an emmie in the typical definition. What would the chance of notification be?

I believe it's 50%...same as any other high ranking emmisary.

Interesting, since he cannot act as an emissary. Like an agent, he can move but cannot do any emissary actions. Not sure if an agent gets announced either.

To my knowledge, agents and fanatics do not get announced.

Actually, we will be publishing the formula, or something close to it on 170 and 171, once the new model is in place.

Err. is the current 170 about 1.3 to 1 ratio for success in a friendly region ? I don;t have a statistically significant sample yet so this is just an extrapolated guess.
