Regards delayed attacks

What if:

I have multiple groups versus 1 opposing group.

I attack the opposing group with one group and then delayed attack him with another.

Meanwhile...

He orders his group to attack my "delayed attack" group 1st and orders a "delayed attack" against my group that I wanted him to fight 1st.

Who would have the initiative?

According to the commands description of 111, a delayed attack doesn't work if a 110 attack has been ordered by the other side. I guess that means that the two regular attacks will go ahead in the order in which they end up after the random shuffle.
