When standing orders become obsolete

I was wondering what happens when a standing order is no longer possible because the conditions for it are no longer in place.

For instance, you have a standing order to counterespionage, but the agent is killed. Does the standing order still have to be manually deactivated with an Order 50 to clear the slot?

Yes, it does. Though you could hire another agent with the same name as the dead one in that specific case.
