Does raising the population of a pop center or a region, possible through magical means (and maybe others?), raise the attendant production levels?
What other effects does it have?

my opinion is that its a waste of orders or resources. I'd first spend money on raising gold production or defense.
It will not increase production, but will raise your percentage of control in the region. Even if only by a very little bit.
I can imagine a scenario late in a game where several PCs in a region have been destroyed and several raise census spells swing control of a region.
I cannot imagine this happening often. Or hardly ever. But I can imagine it.

There is a raise pop spell with regional effect. What would be the point if it doesn't raise production or defense as a result?

It also gets you status points via casting the spell/s.
It's not a great utility spell but you never know...

Is there a parallel analogy here with FoR? Later in the game, you have had a lot of combat in the region (group vs. PC) and a lot of recruitment which drains census. You are in jeopardy of losing control or the balance has tilted. You use this spell to create more people? Not sure if I am talking myself into it or out of it yet.

Nah, this spell helps 'la migra' locate and round up all the undocumented Mexican immigrants missed in the last census. Afterwards, you give them the choice of joining your ranks or having your level-5 teledeport them back where they came from.
