Natural flyers are supposed to have an extra 2 squares on their emissary and agent ranges, but the FF do not. Does that mean they can't fly?

Well, if they can, they can't fly very fast. Probably those sissy little gossamer wings.

The Flyer kingdom trait was removed in the last update which had that bonus. The new flight rules are printed on every kingdom's setup on turn 0...
