Several regions give the bonus of multiple companion brigades of highest defense in the first group. In the case of dragons this would be Phoenix brigades but only one Phoenix brigade is allowed per group. Is the 2nd companion brigade forfeit or does the 2nd Phoenix brigade go to the 2nd group?

They changed that. The second phoenix brigade now goes to the second group.
