1- Transfers between groups are tedious.
2- I'd like possibly a Naval Blockade type of option.
I'll think of more later.
A design change that has been implemented already:
Dragon kingdoms can no longer investigate unusual sightings, nor benefit from Weapon artifacts in combat.

Actually, ships for profit makes a certain amount of sense. You can build ship and sell them for profit in the real world, after all. But the profit is so low, it seems to me that there are probably better things you could be doing with your orders.

It eats up orders and also requires you pump gold into it initially.
I thought about this one and came to the conclusion it's worth doing if someone puts the effort into doing it.
The fleets can also be hit by agents and there's some vulnerabllity in this strategy.
If someone thinks it's broken though I'm open to discussing it. Is there a scenario where it's too good?

I don't think it's broken. I'm not sure that it makes sense, but I'm all for adding options to the game as long as they don't take away from the fun. If nothing else, it's a small revenue stream for kingdoms that may not have many other options.
