If I were to offer to sell/give an artifact to someone would have to list the short name for everyone to see? Or would I just need to say I am selling/giving named artifact to someone and send a private message with the short name? Just trying to stick within the rules of this game

Males sense to me to be able to keep the short names private but I had the exact same question in a prior game the Ry Vor set up.  I asked Ry Vor directly on the Forum Only communication in regards to artifact trades and he indicated that short names would need to be disclosed in the forum as well.
