What are the diplomacy rules, here? I assume each team for itself, no non aggression pacts, no allies outside you alliance, trades ok?
Trades not ok - being trading partners is equivalent to allying. Nobody is attacking a team they are trading with. Each team for itself. Can bid yes on someone's issue so HC is not useless, but cannot raise issue for non-team member.

If you insist on talking to yourself, I will request a ruling that your team has four (at least) members and should be disqualified.
