What are the diplomacy rules, here? I assume each team for itself, no non aggression pacts, no allies outside you alliance, trades ok?

Trades not ok - being trading partners is equivalent to allying. Nobody is attacking a team they are trading with. Each team for itself. Can bid yes on someone's issue so HC is not useless, but cannot raise issue for non-team member.
