Depending on the situation, what I will often do is park my biggest group or groups outside my city and then don't pay them the first month of winter, rest them the second month and then don't pay them again the third month. If you are in a friendly region, the net result on your morale will be negligible because even though you took a -12 hit from not paying for two turns, you gain +7 (or +5 if it's a town) for the resting and then you gain the three monthly bonus for being in a friendly region.

Ok a new question lost an emissary, I know the town they were taken from, and the Emissaries name- How do I rescue them without knowing the other kingdoms capital (Assuming that is where they are at)?
So the order says - So and So was incarcerated by guards in the angry thong that was addressed at the town of ABC (Area XX).
Can I rescue from the town or do I need to know- do more?

This is such a good thread for asking questions and Valuthor is asking some good ones. Thanks to VBall and DuPont for some good answers.
Ir regard to your lost emissary, it sounds like you were trying to take a human town. If this is the case he/she is still there and you can try to give him an escape order, or send an agent to try to free him. The escape order will require you to bribe the guards and the more you spend the better the chance he escapes. For the agents order to determine the chance of success use the agent calculator. This is located on the online order system, under 3rd cycle documents, in the section "calculators by Frost Lord". There is a wealth of useful information to be found there and many players use it frequently.
If an emissary is captured by a player, either by being kidnapped or by you losing a pop center through combat, he will be is your adversarie's capital.
Other players please feel free to jump in if my information seems at all incorrect or incomplete.

Sounds like you didn’t recon the pop you moved into. At the start of a game, when going for a very important pop center, always recon to see if someone has moved a pol into it, to stop u from getting it. If that was the case maybe mass your troops and siege the pop so u have a much better chance of catching the perp.

The problem is, I went to gain control at the same time as another player, they had control first and I am guessing I lost. It was Human initially, through luck .. I went second (guess).
I do not know where the capital is and this is a silent game. I have no options for this character in commands and the group that has him starts with a hidden city.
If I send an agent, is there a chance my emissary is not at that town now that another player owns it? (don't want to waste the turn or money)

If he took the pop before your emmie, then yours went to his capital. If he has a hidden capital, your best chance is to escape attempt if he is still alive. No more locate character spell to help u. :  hope that helps.

Thank you all - These forums along with the mentoring game have helped me allot, without these, It would have taken me a year to learn this much.
