You are allowed one full ally.   You can trade all you want.     You should not have say a standing order to trade between three kingdoms to get ToT bonus longer than three turn as that would basically be making a kind of alliance with them.  Don’t bite the hand that feeds you.

I think Draugr proposed 1 ally and I'm good with that. I'd say long standing trades just with allies or duration of NAP (3 turns).

I think that is easiest.  So going into T1, 4, 7, 10 etc.  or. After t0, 3, 6, 9.  Both the same thing.
