Well, I checked this and the 4DU is at area EF which is in Triumvia so the SA's regional report will show that the 4DU is in his region of tight control.
Ahh that is true. I forgot how long his region was. That patrol was being moved to my capital. I ported out my brigades from the sea town.
I added an indicator for tight control of a region (see attachment). I figure if control of a region is public knowledge then tight control should be as well. This will aid players in deciding whether they should move emissaries into a region or use their military instead. Has anyone tried to use an emissary in another region that has tight control? The rebel/usurp should fail.

Maybe I have misunderstood. Tight control means all 320s fail? No chance? If so, too strong.

I think you just have to fight similar to zombies that start green

I agree here. I only see in the notes harder to do a diplomacy spell. All diplomacy Emissary actions fail if tight control?
Despite ITs effort to not allow us to test we were able to verify reactions cannot be lowered in tight loyal Regions.
High Council Despite the High Council's decision, our regional reaction in Nyvaria was
not denigrated due to having tight control influence over the region.
