You may still be able to drive the city neutral if you put two emmies in it.  Or just wait until you are friendly.

Driving it neutral should free up one of the emmies if needed the next turn.  Or take the region as tolerant and not spend the 16k to enamor it

It's questionable to flip it so I'll just have to suck it up. On the plus side my groups and scouts found a ridiculous amount of PCs...

If you found enough PCs you could gain control of the city when you get the region

But cities are Human controlled so they do not flip right? Or is there a chance Human PCs flip as well?

But cities are Human controlled so they do not flip right?  Or is there a chance Human PCs flip as well?
If they become neutral via 320 order they would flip when the region does

Looking forward to the next couple of turns. I like uncovering the region and finding unusual sightings...AND TAKING IT ALL!!! HaHaHa!!!!
