When thinking of reaction level think if it as a multiplier in difficulty. So friendly is a 1 making it easier than tolerant at say 2. This is more how the formulas work in Alamaze. Base number +/- or multiplied by modifiers. Just so you and Ry Vor are talking about the same thing.

I would agree the benefit is quite good in the long run but it will likely cost more than the 8 orders also there has already been indication agents could knock the levels down. Following some of the other threads you will need to hire these builders. And it seems a logical assumption that a novice builder would not know how to make a legendary castle. I am not against any of these buildings. I think they are great and add new elements, I am just saying the reward needs to be good to counter spending the orders on other things. An example would be artifacts is our current games. They are a lot of fun to get and can help you but generally you will have a better chance to win if you spend a minimal effort looking for them.

All good feedback. 

Once everything is out, it will all make more sense.  I do think castles are a major change in the direction of those players who like to defend their regions.  Perhaps the Dwarves and others can build two improvements simultaneously.  But lots of other PC improvements too, like Market, Port, even Secret Passages.

The impact on total available orders is my only concern re the castle improvement.

I think you should make the defensive construction moves free just like the offensive transfer and combine orders are free.   They will be much more useful then.

You could also make them qualify for ESO and have high status point value.

Most of the point of doing Alamaze new scenarios is to challenge players to develop new strategies.  Sometimes players focused on Valhalla are not excited about that as they want to execute their hard learned ploys. 

The PC improvements will modify strategy on their own, and again, they are maybe 20% of the new stuff.  But yes, players may spend more orders on developing their economy, facilitating character advancement and protecting their holdings in Maelstrom than they did before.  A desire of most players is that the games last longer.  The PC Improvements, the change in regional reactions and percent required for control, starting with maybe one less brigade on average and the wizard kingdoms probably at least one wizard less and possibly starting with high wizard at P3 instead of P4 all allow for more development, which by the way I notice players are doing in Primeval, kind of agreeing to a longer development period.

Lower level and fewer wizards? I like that idea, but I want to see more diversity in spell types per kingdom and more customized effects. The Red Dragon for instance being immune to Wall of Fire and Earthquake, should be more vulnerable to Command Tornado. Get rid of Dome of Invulnerability and replace it with one to temporarily increase a PC defense.

As I may have said earlier, some things like the new character classes including dragons and giants have to be put off. 

So, any opinions on whether two dragon kingdoms continue?  Perhaps with some changes to both the current Red and Black?

Personally I enjoy the fantasy aspect of those kingdoms much more than some of the new proposals so my vote would be to keep them (with some tweaks).

Yes, everyone loves dragons but players have been easy on me regarding dragon kingdoms.  Are their agents dragons, etc?  Like I said, no one seems to mind so maybe we'll keep them around.

The strong dragons need a drastically reduced reinforcement schedule. They are not meant to proliferate more than humans.

I would actually like to see more dragons kingdoms available. Maybe as many as 5 to make possible some dragon only primeval games. But all dragons do not need to be the same. Perhaps shapeshifting dragons or teleporting dragons or devout dragons. Maybe some can not fly. Some are small. Undead dragons could be summoned.
