Is it possible that 2 kingdoms are given the same Palantir short name in their setup?

I don't think Teleporting after moving is an exploit, your movement is to efficiently utilize other orders according to there phasing, the Teleport is your movement to your final destination and is a relocation Spell not a movement Spell like speed. It is similar to using a portal which relocates you to the other side of map while still doing a movement order.

There would be other wrinkles as well if the simple answer was no 720s and teleport.   What if a group moved issued a 741 then the other group teleported.  The same unit would be moving and teleporting still.  I see no issue with move and teleport.  You are basically organizing your groups prior to porting to a new location.   You must do all this before you port where a standard 720 you can organize before and after movement.  

Gem of planes order number should be moved to go with other teleport spells.

For bats/Pegasus only bug I knew of was a group that did not have the bats could move like they did as long as your kingdom owned them.  Have never tried this just heard about it.

If not an exploit, it has to be an error. The teleport spell description specifically states it is to be used "in place of a movement order"

If another group is there then basically that person has a starting town in your region, and was moving out of it and you have a rough idea where that town is, or you are in that person region and they are searching for PCs in their starting region.

The game does not give the same foreknowledge to multiple kingdoms.

Well...the odds of this other kingdom ending his turn 1 movement with a group in a mountain square (where he has one of his worst point uses) and lands on an US must be astronomical.

Nah. Landing on an encounter on turn 1 is common. I've done it myself several times. The more artifacts there are in the game, the greater the chances of one being in your region. It's simple mathematics...
