So to train a mage (order 799 Research Magic) a Wizard has to be in a pop center at the beginning of a turn, correct? It will not work if a wizard is in a brigade outside of a PC, correct?

Also, to get a wizard into a pop center, I could do a transfer figures command, or a teleport self (order 830) to a legion (patrol, brigade etc) that is inside a Pop center, or that will be xferring to a pop center at the end of a turn, is that correct? What if the legion is inactive inside the pop center; could I still send teleport the wizard to the unit, and then be able to train him the following turn?

A wizard must be in a kingdom owned PC when order 799 is activated. Not at the beginning of the turn. Land and sea movements  occur before research, but not Teleport, except for instant Teleport.

Look at the order sequence to determine what occuroccurs first and second, etc.... there are several ways to make a group active, I would read each of them and decide which us best for your needs. You can transfer before a group Moves or after movement. You can also hire new leaders.

And Mages have to be AT a pop center, not in it. So any size group is fine. Do a move order, end at a pop center, then do research.

Also  Worth mentioning is that you do not need to be at a population center for order 800.

So if I teleport a wizard to an inactive legion which is in a Pop center, will it still work if I never make the legion active?

If you port the wizard he will end up at your capital in the inactive group(now active). If you transfer i.e. 699 he will be where your group that he came out of started there turn.

Teleport is a Mage action, so cannot do research same turn. Can do 699 plus research in one turn. Order entry will be complicated in that instance, but can do.
