Does your monarch only get Political orders, or could he get, say, Military or Magic orders if he is that class of a character?

I know that the NO can create an Oasis beginning on turn 5, but I can't find the order number.

Its in the pull down menu at order entry system. Kingdom , 650 create hidden oasis.

You can also find it on your Set-up report that you get with your first Turn 0 kingdom report.

The order 11 items that you have to choose from within the first 3 turns, can any of the items be stolen from you?

Do they show up on a recon? I ask because, if you have 2 of the same thing (like Valerian Steel) and both show up on the recon report, and you can't steal the order 11 one, how do you know the difference between them?

Yes, they can be stolen from you like any other artifact. They will each have their own short code to differentiate them (which would appear if you got recon intel at their location).

Will Eagle Familiar spell find a hidden capital or not? Reading the spell it would clearly do so as it only takes a lvl 4 agent to find one via recon.
