Adjusted defense is what others use fight your PCs.   Some traits and control of the region adjusted the PC defenses.     If you read through the traits you will see the last line normally on some mention the trait adds 10% to PC defenses.

Question: Some enigma sightings that I've successfully investigated in prior games on a "1", I fail at using the same tactic in another game. Any idea why that is?

I believe one of them is specific, you use 2 then ithe will work or tell you to basically  use 1 or 3. It's a nice one, it was the adept twins for me.

Also if it is not kingdom oriented it wont react with you. The evil Red Bats will join DA but not RA as an example.

Thats funny, i think i was declined the Red Bats in Feb when i played SA.

Those are randomly determined for every game. Like the wizard joining your group. Some games you may get him with TAC 1, others need a 3. Read the text of the encounter. If it says that you're too timid, try a higher TAC value. If it says the opposite then try a lower TAC. Every game will be different.
