Does having a group consisting solely of these flying brigades really mean anything to a non-dragon kingdom besides flight bonuses when attacking a pc?

Not with 720. I am thinking that they don't let you fly, but I thought I'd check; maybe I am doing it wrong.

I think you can use the artifact flight order if you have only flying units as a non dragon. UM can maybe clarify how you fly with only flying units as a non dragon

Name: Summon Specters Spell #: 864
Calling upon the slain heroes in Hades, the conjurer calls forth a brigade of
Specters (SP). The spell is allowed in any terrain except the sea. Specters can fly,
if all brigades in the group can fly, the group has the Flight ability (+20% morale
vs pc, fly over water without ships, immune to wall of flame, flash flood, and
earthquake battle spells). Specter brigades do not consume food or gold. Maximum 5
specter brigades per group.
Do I use order 727?
