Patrol + Force March

Cipher's post was ambiguous.  Are patrols supposed to be able to force march and for some reason that's not working right?  Or are patrols not supposed to be able to force march and for some reason, the game is letting it happen?  Sorry if I'm being dense, I just couldn't tell.

Patrols meet the criteria for force march but every so often the code fails to move them beyond 20 movement points. Usually they get the 25 mps.
