This is sort of correct, for battles.
Each kingdom has separate loss %s for retreat with each of their tactical selections. For example the BL attacking/defending with a tactic 1 will leave the battle much earlier than the TR that selects a tactic 1.
There are default retreat %s that vary by kingdom for when no combat order is issued (surprised groups in combat), and they match up with the flavor of each kingdom, but not necessarily any of their specific tactical selection retreat %s.

So if no tactical selection is made in combat orders, is the order spoiled or i it carried out with a default of 2?

What about if no selection is made for sighting investigation? Default of 2, with the specific percentage for that 2 being different per kingdom?

Now I am thinking I should try on 2 just in case. I do know that 1 was the same as when I put no tactic in. Maybe Dwarf default is 1?

There is no Dwarf Default. The only default would be if your group is surprised, and that is dependent on the kingdom. So yes, in a case of surprise, Dwarves would accept more casualties than Black Dragons, as would Trolls. But in any action you initiate, you choose the tactical selection for your kingdom.

And what happens if no tactical selection is given or as in the case under discussion, the selection is placed in the wrong column? And is the answer different for combat vs investigations?

There's no table for that. As we have commented before, we don't want to diminish the game to mathematics. More military kingdoms tend to accept higher casualties. Players should expect as well that not properly completing a military command, for example, not giving a tactic, will not result in an optimal outcome.

I did confirm that this must be an evil encounter. I tried once more with a 2 setting and this is the result.

"Suddenly, the creatures take flight and are soon out of sight, apparently repelled by the incompatibility of the patrol's race with their own."
