U can threaten then lose a PC the same turn to a noble. It's happened to me before.

Yep. Nobles and agents remain in pop center. You are threatening the populace (easily frightened peasants) rather than the more stalwart nobles--perhaps diplomatic immunity--or agents able to blend into the general population.
