Appeal To The Gods

First of all, the 499 order in the Commands Book referrers you to section 33 of the General Rules of Play which says nothing about it. But my question is this:
If your 1st group is inactive and you have no capital, would any benefits you get simply not show up in your 1st group? Would you lose them? I'm thinking yes, but I'm curious as to the answer anyway.

But even though I be aligned with Justice, DuPont's cry is heartfelt. Surely his Gods will hear his cry.
