So I am playing the RD and I recruit wyverns to an inactive group , say my 4RD ( making them active ).
I then use order 700 to transfer the wyverns to my active 1RD sharing the same hex. As soon as the troops leave the 4RD does it go inactive ?
To further expand on this ... If I then wanted to move a captain and adept from my 1RD to the 4RD would I use order 701 or 702?
I ask because I would like to leave my 4th RD , now with a captain and adept in the initial hex while later that same turn moving out the 1RD that received the wyverns with an order 720. Not sure if the 4RD immediately becomes inactive after losing the troops so don;t want to use the wrong order # and thus fail to pull off the subsequent moves I have planned.
Yes, if order 700 transfers all the troops out of a group, and there is nothing left in the group it will become inactive.
You would then use the 702 order to create a new 4RD in the same area as the 1RD with the components specified in the order.
Outside of the trade orders, each order processes without any expectation of any other order.

701's description says 'between active groups' so probably not going to work.
702 would, but only for one leader and one wizard.
There doesn't seem to be a way to transfer additional figures before 720 kicks in.

You have a wide assortment of transfer orders to meet just about any scenario. For this one, I would consider:
TRANSFER FIGURES 701 GROUP I.D. FROM GROUP I.D. TO H OR L H OR L POWER S-NAME 0
Sample Order 701 1WA 4WA L 1 45864
Order Description You are transferring your lowest ranking leader, a P-1 wizard, and an artifact from the 1WA to the 4WA.
and
LATE TRANSFER TROOPS GROUP TO GROUP 741 GROUP I. D. FROM, GROUP I.D. TO TYPE #BRIGS. TYPE # BRIGS. 4MG,2.5MF,.3 MORALE
Sample Order 741 1WA 4WA VE 3 RE 1
Order Description You are transferring 3 Veteran brigades and 1 Recruit brigade over to the active 4WA. This is after movement.

I don't think the 741 would work for him since he's planning to move one of the groups out of the area with a 720 after the transfers are done.
701 doesn't seem to fit either since he's going to issue a 700 before that that will make one group inactive and 701 is for 2 active groups.

I went with a 700 followed by a 702... Then moved the 1RD out of the hex leaving my now active 4RD with a captain and an adept. The rub was the active / inactive status of my 4RD after losing its troops via order 700. Think Cipher answered that part. Thanks all for the input.

You can issue the same transfer orders multiple times. This way, you can move more wizards and leaders.
