Out of curiosity, what order change?
You can't siege a town if you try to attack it first. This was useful for military kingdoms in case it was not domed. Now it doesn't allow siege if you attempted to attack it. Now you have to just siege it if you don't with to waste a turn. Another nerf without any notice.

I believe that's been the rule for quite some time, actually.
I think that was changed when 3rd Cycle started more than a year ago because it was viewed as being an exploit to the game. By design, a group may interact with a pc only once either peacefully (parley/diplomacy) or with force (attack, pillage, siege). There was something posted on the forum about this but it's been so long ago that I don't remember where...

I have been using it a lot up untill the turn before last. I have not been playing a year yet. I'm sure others can confirm this.

Yeah, the forum isn't always good to inform players of changes because not everyone checks it for news. I liked how Phil included news in the kingdom report itself but that became overly wordy after several posts (see attachment => administrator messages are listed before spell lists). In a future version, we could try to do both: post news on the forum and include a news section on the kingdom report but Rick will have to include such in the Maelstrom design document.

Include a one line note in the Kingdom report that something has changed (maybe with a short summary) and a link to something on the interface web site that describes code/game changes. I would appreciate a single document, latest changes on top, that I could review on occasion. A static link on the orders site would be helpful as well.
