We, too, have been the subject of undisclosed covert action. So it appears that the game is afoot. It will be most interesting and illuminative to see who has been behind this.
On another matter, given our NAP, shall we just race to see who will retrieve the artifact we are at together?

Yes, let us race for the artifact although depending on its nature we may be able to make a deal after.
We are wondering who made the unprovoked attacks, we do have some suspects in mind.

Great Giant and Noble Gnome,
We too were victims of covert action this month. The treasury at Gundibar was robbed of quite a large sum of gold. The one covert action we had planned did not happen as there was no gold left to fund it!!!
If you have any evidence regarding who might be behind this, please share.

Happy to confirm an end-of-next-summer non-aggression pact [T25] with you.
As for the covert actions, there might be a more readily available explanation for yours (who I don't believe has purchased Chlamydia protection) than for the Giants and me (who have).
It would perhaps be unseemly to ask the Shadow Master directly... which is why I highly recommend the Underworld's offerings!*

The assassinations do seem suspicious. Especially given the GN and our protection packages...
I have thought about the suspects and I am truly at a loss as to who it was.

Well, the kingdoms that have the best covert capabilities are the Underworld (of course), the Dark Elves (but I assure you, our agents were not involved in your incidents), the Gnome (certainly wouldn't target himself!), the Witchlord (hmmm ... seems a little busy to be bothering with us) and perhaps the Ancient Ones (doubtful). Any nation could, of course, focus enough resources to develop its covert abilities to the necessary level. The thief of Gundibar is probably obvious, but it would be unlikely that the same culprit would be involved in your attacks. Even if the motive were to stir up instability in Alamaze, why would he resort to assassinating agents of his clients ... a discreet theft, perhaps, but not assassination. Baffling ....

Guess we have reach a time where agents must move above there max level. I would guess likely a kingdom that needs needs to get there agents to level 11 and is not NAPed with GI and GN. We have no motive for these our agents are level 11 naturally and we are NAPed with both GN and GI. GI sends us gold every turn so, very unlikely we want to hurt that.
I am curious how the UN feels about unsanctioned hits.

As your marketing independent contractor, might I suggest that now could be a prime opportunity to generate some conversions from current leads? Perhaps a one-month warning before another information dump for those Kingdoms who have not yet availed themselves of the ample benefits you offer? You could even consider a price hike (with current clients grandfathered in, of course).

The private business concerns of your emissary, Bottlenose, are conflicting with his representation of your fine kingdom in our court. We are sure that it is not the policy of your majesty to promote aggressive acts against a kingdom with which you have a NAP. We have no argument against a gnome pursuing gold (that is in their very nature!) but, if this legate chooses to continue representing both your interests and those of his underworld client, he is no longer welcome at the Onyx Court. We will continue our cordial relations with the Great Gnome Kingdom, of course, but will not receive this emissary.
