So I'm clear, when I choose its Kingdom or Region, but at what point do I need to pair them up at the end?  So make all 4 choices then mix and match?

No, you have to put the kingdom in the same region you pick for. So if you had the #1 pick and picked, say, The Crown Islands, whatever kingdom you picked in the 24th slot would have to go to the Crown Islands.
