As your minions will have reported, a Dwarven group is now encamped outside your village in the Mountains, this seems an opportune time to initiate a dialog with the ruler of the Mists.

You may be assured the safety of your village and it's denizens are not in danger and no unilateral offensive action will be taken without your consent. That said, my group is eager for gaining experience. Would you be amenable to exchanging villages with the one I possess in the Mists, or permitting me to take this village in exchange for some other consideration?

Lastly, there are alliances forming in the south. It might do both of us well to contemplate how to best counter that potential threat.

Lords of the Gnomes and Ancient Ones,

I'm perplexed by the ally declarations you've both made of the Witchlord. Not that this is good or bad, or that the Witchlord is undeserving of your friendship, however there is no known public history or dialogue between the Witchlord and your kingdoms that would have led to such a declaration. (The Witchlord has been exceptionally quiet.) That these declarations occurred simultaneously is even more curious. Is this merely an attempt to curry favor in anticipation of war against the Warlock, and the timing of both declarations coincidental? Or have I perhaps missed some public discourse?

DW - High Council Members

Esteemed members of the High Council,

We commend Big Chief No Fart for righfully objecting to the Gnome's greedy monopolization of the High Council, I trust this shall put an end to that. I might even suggest that a no vote might serve as a salient reminder to all High Council members that the purpose of the Council isn't for the self-aggrandizement of a single kingdom.

The Dwarven emissary shall refrain from proposing an issue this season so that one of those representatives that haven't yet had the opportunity to do so may succeed.

It is truly a noteworthy thing when the Trolls' objections are conveyed far more tactfully than the objections of your own ancient peoples.

You see, Big Chief No Fart was able to convey his disagreement with our free market practices without either casting aspersions on us ("greedy" and "self-aggrandizement") or threatening to go against an explicit agreement (voting against us when we have already pledged not to vote against each other's High Council issues, which was indeed one of the very reasons we felt inclined to bid).

I see that although initial strides have been made, much more needs to be done in order to reestablish a working relationship between our two Kingdoms. Might I candidly suggest, however, that both casting aspersions on us and threatening to break your word to us are beneath the dignity of your Kingdom's history and lineage?

My King has already taken the Trolls' objections to heart and we are not bidding this month. To the extent we bid next month, it would be to assist our friends, the Giants. If you or any other council member wishes to forward a different agenda, by all means, feel free to do so.

But as with all things in our world, doing so costs money, and rather than begrudging us our use of it during your winter, we respectfully submit that perhaps your interests would be better and more productively served by focusing more on internal budgets and planning, than aspersions and dealbreaking.

PS: Actions speak louder than words, and when the mysterious Witchlord opted to declare us an ally months ago, we opted to reciprocate. I'm sure my wise friends, the Ancient Ones, determined similarly.

I missed the Witchlord's previous ally declarations, thank you for pointing that out. I hope the Witchlord might release his diplomats sooner than later.

I accept your chastisement for a lack of tact in my communication. However, I'd caution against treating basic agreements as solemn pledges to be respected in the face of any transgression. I agreed to abstain from your motions and didn't think it needed saying that you could anticipate some objections and a different tune should you leverage your economic clout at the expense of your fellow high council members. Three consecutive council motions would test the patience of an even an erstwhile ally.

Thank you for your response and understanding. If you wish to reserve your rights to vote no to our issues starting the month after the upcoming one, we would have no quarrel with that, as we are now forewarned of your concerns and are able to take that into account and react accordingly.

For the issue currently before the High Council, we would appreciate an abstention as previously agreed, since we proposed the issue with our voting agreement specifically in mind.

I will abstain from voting on the High Council this month and will continue to abstain from your influence-raising motions so long as they come along no more than once every fourth month. In the future I'll endeavor to make clear any limitations I might expect from an agreement.
