Newbie Questions
One of the things in Maelstrom is to have spell level changes, but also maximum power upsided.

I am thinking I am going too slow on Maelstrom, so I might turn stuff over to Mike to get things going.  I just honestly want to see Maelstrom, mainly meaning the map, the PC improvements, the any kingdom can be anywhere on the new map and the political changes implemented.  I just can't do everything I've discussed as a possibility.   That might wait until Kingdoms of Arcania.

In one of my games, I tried to cast Demonic Visions, only to be told that the spell failed because there was a regional effect in place already. An enemy had cast Cold Darkness. So only one regional effect can be in effect at a time, across the board, not per kingdom, I assume. Is it random as to whose goes off first? And to combat that, I could have cast the 779 Dispel Regional Effect spell, is that right?

Yes or cast your own cold darkness and hope you get lucky.

Is it the whole map? Or just the region?

Region the group is in at the time the spell is cast.   In most cases that is after movement but before teleports

Say there is an US in the Sea of Terror, but the NE controls the region. I want to investigate it, but I don't have a pc in/near the water so I can't build an Elite ship. Is there any way of reconning to see if the NE has Sea Patrol going in the area that I want move on?

You would have to risk the patrol.

But you can hedge your bet in a way.
Send a patrol size group so less chance of intercept.   In that group have only a leader.   Late teleport(830) your mages into that group.   If your group is intercepted you only risk the leader and your mages end up on your capital.  If you avoid the patrol you end on US with mages to get it

Once at the US on the water, and let's say the Sea Patrol starts after I arrived. I decide not to move my patrol on the same turn that I investigate, but just set there (in case I don't get the US), as long as I don't move, a Sea Patrol cannot attack correct? Also, you can teleport a patrol off the water to a land square right?
