In the play test the PI payer did sea patrols on turn 1. This could be a problem for a Zamora player other than PI

One rule question before we start. Is there any limit to what can/should be posted during a diplomacy turn? In the past, I have seen folks post enemy locations (all of someone's PCs listed...)
To avoid any misunderstandings... how should that be handled?
