Recon Chances

IIRC, the odds of a L1 agent perishing after a recon is 5%. Has that changed? It seemed higher than that in my first game back (169), and in my current game (DW195) it's almost 11% through 19 turns (4/38). Just wondering if those odds changed, in which case I should train up those L1s to 2s or 3s, or if I'm just have a run of poor luck. (Perhaps I should still train them up before deploying.)

Just unlucky I have run many level 1 agents as standing order recons. They die once in a while.  Though for some reason it does seem to come in streaks

I try to train them to 2 before I recon. I've lost to many level 1 agents.
