I watch a chess youtuber who holds tournaments on lichess, when people start spamming the chat, he assigns a couple of people he recognizes from his subscribers as mods, and they time-out the spammers. You could make one or more of the veteran players you trust into forum mods, who go through occasionally and just delete this kind of post.
