Parley & Siege

I do not see any reason why one couldn't attempt to parley (#170/171) and siege (#190) on the same turn. If one has the extra order to spare, it seems like this would be a good tactic to use on turns 1 and 2 of a siege in the hopes of getting the PC earlier.

Am I correct in my reading of the rules that this tactic works?

Yes, that works. And if you take the PC with 170, then the siege doesn't happen.
