Staff of Orator and Enamoring

I recently used the Staff of the Orator to try enamoring a region twice (I was hostile), and received the following results:

    Artifact             The Staff of the Great Orator was used to enamor Runnimede.

    Enamor               Unable to raise regional reaction in Runnimede since our natural enemy
                         controls the region.

The first enamor worked, however the second failed, stating that I couldn't raise influence because my natural enemy controls the region. I'm confused by this result and this has left me unsure how to proceed.

I can still enamor a region my natural enemy controls, correct? The second message above indicates otherwise, and the first enamor worked. However I should have still been able to enamor to tolerant and I'm unsure why that failed.

I would have greatly preferred to not have revealed this given it's obvious to which game it applies, however my efforts to get an answer through Alamaze support were unsuccessful.

It is impossible to raise your reaction level in a region that your natural enemy controls above Suspicious. (Comparable to the Tolerant ceiling for declared enemies.) The sole exception to this is the Demonic Regional Submission ability of the Demon Princes.

I think that it is the message that's not completely accurate. It would apply if you were trying to go Friendly, but since you were not, the appropriate message should have been that did not succeed in enamoring the populace (because enamor is not 100% - it depends on many factors).

EDIT: I take that back. A king Enamor is 100% unless you are the AN. I was thinking denigrate. There does seem to be a problem.

The message is correct. Hostile to Suspicious worked. Anything beyond that would fail for a natural (as opposed to declared) enemy.

HH:  I just read the rule again.  You are correct.  Just goes to show that you can learn something new no matter how long you play.  Thanks for clarifying.
