I remember back in the old days, ship quality was capped at 16. In reviewing the rules, however, I don't see that listed anywhere.
Has this changed, or is there still a cap at 16? Thanks.

Yeah, 16 is still the max.

I think this fact would be good to either put in the rules or orders document.

As a further point of clarification (which should also be in the rules), it seems that when purchasing new fleets in a sea with existing fleets, you CAN exceed quality 16 for purposes of trying to get your overall fleet quality to 16. In other words, it seems that the following worked for me:
4 existing fleets @ 14
purchase fleet @ 18 (for 10K gold)
adjusted fleet quality = 14.8
Thus, in my use case I was able to purchase a fleet at quality 18. So, when updating the rules mention of this should probably be made.
