If a group conquers a capital on a turn that another kingdom receives reinforcements, does the other kingdom still receive the reinforcements into an inactive group at the former capital (even though that kingdom no longer owns that pop center) or are the reinforcements received at the new capital's location?

They are received at the new location. Review the Sequence of Events. Reinforcements are received after Group to PC actions. The capital relocates right after it is attacked.
