We had a great question to Support@Alamaze.co today:
Can the Instant Self Teleport spell (#88) be used to teleport a wizard into an inactive group? The spell description does not address this, but the Teleport Self spell (#830) does list an active destination group as a requirement.
I have tested both the 88 and 830 spells and a kingdom can use both to move a wizard from its current group to an active or inactive target group.
I've updated the #830 spell description to remove that requirement.

BTW - it used to be if you used either spell to teleport into a group that already had 3 wizards, the lowest level wizard would be dismissed from service! This was changed sometime back, so that now the spell will fail and no wizards will be lost due to that order.
