If you are referring to the sentence below by Ry-Vor I believe he was only talking about 170/171.

Nothing changed in 320 / 330. Cipher told me something was put in place around 2006 that added 25% to Diplomacy difficulty for cities. All the current changes make that unnecessary - see all the documentation we have provided on how those two orders work. City resistance is still around 6.2 base for 320 and 330 - only city defense and regional reaction matter for Parlay and Diplomacy.
