If I transfer a weapon artifact, does the recipient have to be a military group, or can it be held by an emissary or the King?
Similarly, can an object like the Staff of the Great Orator be placed into the keeping of a military group?

What about a Count holding the Trollslayer or a village holding the Giantslayer?

I think that all characters or groups can hold, if not use, all artifacts.
