Can the Destroy Village/Town spells be used to blow up capitals? If so, it seems like this is a big liability to having your your capital be at a village/town.
Is there a defense (e.g. Dome of Invulnerability, Dispel Regional Effect, etc.)?
Is there a counter to that defense (e.g. Dispel Dome of Invulnerability, ???)?

I think those spells destroy up to a certain amount of defense, 8000 if I remember correct. So if you see a town that has 9000 defense it would be reduced to 1000 after the spell.
Still, multiple destroy spells could eventually destroy the PC.
The defense is the "Ward Population Center" spell #130, no counter available.

The counter would be a second destroy spell as from what I understand 130 only protects against a single destroy spell, correct?

The Ward PC is effective against a single destroy spell (as the spell description states), so I suppose the first destroy spell can be considered a 'counter' to the ward.
Ward PC spells will stack.
Raising the PC defenses could also be considered a counter to the destroy spells as well, I suppose.

Can you use destroy town on a big village, or must you use two destroy village spells? Same question for a Capitol and destroy town spell?

I believe that you can only use 'Destroy Town' on towns, not villages. I imagine it has to do with how the pcs are coded.
Otherwise, they would just be variations of 'Damage Population Center'.
