Dragon recruiting

The special rules for Black Dragons says they may not recruit more than 4 brigades per group but that the recruited brigades can be combined in any manner.

Can I take this to mean that they cannot recruit more than 16 Brigades, but they can load all 16 of those brigades into one group if they wanted?

I believe the rule is that you can only recruit if you have less than 4 brigades of wyverns. Once you hit 4, you can't recruit... but if you have two groups in the same square you can recruit and then transfer troops over.

Try not to read into it. All it means is that if the target group already has four Wyverns, you can't recruit.

You can always recruit into one brigade and then transfer them to a brigade that has any number of Wyverns. You can have dozens in one group.
