Equipping arms and armor at forges

I have a problem. When I built a forge, it says that you can do weapons and armor at the same time. I didn't think that this was right, so I did it in the order entry program, and it said only once a month. Clarification?

Only one or the other.  It takes two turns to equip both to a group
