I had an army intercepting 2 armies. They both ended within range but it intercepted my second choice anyway. Does it not go by the order you list them? Also, possibly related, can you intercept an army that teleports into your intercept range?

As to you second question, teleporting comes after all movement, including intercepting, so I'd say no.
