I tried to do a 718 speed spell on a group in possession of a whowie totem. However, it didn't let me go the additional two movement points and made me stop before I wanted to. Please advise.

I'm not at my desk but I believe the wizard's speed spell is its own separate animal. So, artifacts or special abilities may not count towards the total and you need to go by what the speed spell says in the number of movement points that you have to spend.
