"Key of" artifacts

How does one use an artifact such as the key of the slayer? It is listed as a king-type artifact. 


Specifically and in this case, is my group pursuing The Sword of Elan capable of doing so simply because I have this key, or do I need to transfer the key to one of my leaders in that group?

If the group investigating the Sword sighting has the key in its possession, you can proceed.
