On your main turn it states the maximum agent training level (lets say 10) then it says agents may be promoted 3 additional levels with successful Missions.
So when you reach the maximum level if you try to train again it won't do anything until what? You go on a certain type of mission? Then after he completes a mission you can train him again? Or does the mission level him up?

Subsequent training will have no effect.
Succeed in any mission other than recons/artifact transfers and you can go up another 3 levels and then you are maxed out.

Yes, the idea is you can train only to the stated level, but by actually accomplishing something rather than training, your agent can increase up to 3 more levels.

You could find the Ring of Invisibility and bump that guy to L-17!
