I am trying to move 2 separate groups over the water. The first one goes well, but the other says that I have no fleets left to transport the remaining brigades. I would appreciate any help in this matter.

I logged in as you and ran the verifier for one of your games with two groups moving across water and it seems ok without error. You may have to clear your browser cache and try again...
